The File Manager is where all photos and videos are uploaded and selected for your site or profile. You can think of this as a "bank" of your media. This allows you to select photos you have previously uploaded to be reused in any area a photo is required on your site or profile.
The File Manager will open anytime you are asked to add a photo or video to any piece of information on your site. This applies to photo/video galleries, staff/crew, merchandise, links, bios, etc.
